The Romanian government has reopened its flagship car‑scrappage and purchase incentive scheme, Rabla Auto 2026, for a new session aimed at private buyers. The Administrația Fondului pentru Mediu (AFM) said the session will open on Tuesday, 3 November 2026 at 10:00 and run until 31 December 2026 or until the available funds are exhausted. The AFM made 35,389,000 lei available from previously reserved but unallocated sums.

What the authorities announced

The Ministry of Environment's press note, carried by AGERPRES, gives the detailed breakdown: 25.6 million lei are earmarked for new vehicles with internal combustion engines (including GPL/GNC) and conventional hybrids; 9.239 million lei for plug‑in hybrids, battery‑electric vehicles and hydrogen fuel‑cell cars; and 550,000 lei for motorcycles and electric motorcycles. The communication repeats the ecoticket values already used in Rabla Auto 2026: 18,500 lei for a pure‑electric or hydrogen car, 15,000 lei for a plug‑in hybrid or an electric motorcycle, 12,000 lei for a hybrid car and 10,000 lei for a new vehicle with a standard combustion engine.

Authorities emphasised that the funds were redistributed from sums previously reserved for applications where procedures were not finalised, and that only applications downloaded from the AFM platform from 3 November 2026, 10:00 onwards will be eligible in this round.

Why this matters for industry in CEE

Though modest in size by EU standards, the 35.389 million‑lei injection (approximately €7.1m at current exchange rates) is material for Romania's dealers, local suppliers and models targeted at domestic demand. Profit.ro estimates the package corresponds to roughly 3,200 ecotichete, underscoring that many buyers will still face limited availability and that demand will concentrate on lower‑priced, high‑volume models.
